Arrangements for persons with special need

70.

How may physically immobile persons (e.g. those who are disabled or bedridden) receive the sum?

   

 

If these eligible persons already have a local Hong Kong dollar bank account in their sole name, they may register and receive payment under “Scheme $6,000” through banks as other eligible persons.

If these persons do not have bank accounts and are unable to collect the cheque in person at a post office because they are physically immobile, they may authorise another person (not necessarily be a relative of the registrant) to register and receive payment on their behalf as their agent.

To protect privacy and prevent abuse or fraud, the agent must register in person at the “Scheme $6,000 Secretariat” (address: Room 3101, 31/F, Immigration Tower, 7 Gloucester Road, Wanchai, Hong Kong) and submit the following documents –

(a) copy of the Hong Kong Permanent Identity Card or Certificate of Exemption of the physically immobile person;
   
(b) Hong Kong Identity Card of the Agent;
   
(c)

documentary proof that the person concerned is physically immobile and unable to collect the cheque issued under the Scheme in person (e.g. medical certificate issued by a local registered medical practitioner; "Scheme $6,000 Secretariat" would also, in the light of individual circumstances, consider accepting other supporting documents, including medical certificate issued by a registered medical practitioner overseas or in the Mainland);

   
(d)

if payment is to be made by direct bank transfer, bank statement or passbook of the Agent’s sole-name local Hong Kong dollar savings or current bank account (i.e. page(s) showing the name of the Agent and number of the bank account);

   
(e) proof of address of the Agent (e.g. latest water bill, bank statement); and
   
(f)
a duly completed specified registration form signed by the physically immobile person in the presence of a third party.

The agent must undertake to spend the payment received under the Scheme for the benefit of the physically immobile person, and indemnify the Government against claims from other parties.

The agent may choose to receive payment on behalf of the physically immobile person through direct bank transfer or collecting the order cheque.

The agent may call 186 000 or visit Public Enquiry Service Centres of the Home Affairs Department for obtaining the specified registration form and the detailed guidance notes, and contact the “Scheme $6,000 Secretariat” during office hours for making an appointment (tel no. 3422 3272).

 

 

71.

How may mentally handicapped persons/persons in coma/mentally incapacitated persons receive the sum?

   

 

We will provide special arrangements for eligible persons who are mentally incapacitated or mentally unfit to make a statement and thus unable to go through the registration process.

If such persons are receiving Comprehensive Social Security Assistance or Social Security Allowance payments and already covered by the following arrangements –

(a)
mentally incapacitated persons as defined in the Mental Health Ordinance (Chapter 136) in the guardianship of legal guardians; or
   
(b)
people who currently rely on an appointee system to receive Comprehensive Social Security Assistance or Social Security Allowance payments,

their legal guardians or appointees may register and receive payment under "Scheme $6,000" for the benefit of them. The Social Welfare Department will send a specified registration form to these guardians or appointees by post. They only need to fill in the specified form and mail it to G.P.O. Box No. 186000, Hong Kong General Post Office. After the eligibility of the above mentally unfit persons is confirmed, the guardians or appointees will receive the sum on their behalf through bank accounts.

As for mentally unfit persons who do not fall into the above two categories, we may, in the light of individual circumstances and needs, allow their relatives to register and receive payment under the Scheme on their behalf as agents. To protect privacy and prevent abuse or fraud, the agent must register in person at the "Scheme $6,000 Secretariat" (address: Room 3101, 31/F, Immigration Tower, 7 Gloucester Road, Wanchai, Hong Kong) and submit the following documents –

(a) copy of the Hong Kong Permanent Identity Card or Certificate of Exemption of the mentally unfit person;
 
(b) Hong Kong Identity Card of the Agent;
 
(c) documentary proof of the relationship between the mentally unfit person and the Agent (e.g. marriage certificate, birth certificate);
 
(d)

documentary proof that the person concerned is mentally unfit to go through the registration process of the Scheme, e.g.

  • medical certificate issued by a local registered medical practitioner ("Scheme $6,000 Secretariat” would also, in the light of individual circumstances, consider accepting other supporting documents, including medical certificate issued by a registered medical practitioner overseas or in the Mainland.)

  • guardianship order issued by the Guardianship Board

  • court order stating that the person concerned is incapable of managing his/her property and affairs by reason of mental incapacity

  • record of residence in a local mental hospital (e.g. discharge slip, bill for hospital fee)

(e)

if payment is to be made by direct bank transfer, bank statement or passbook of the Agent’s sole-name local Hong Kong dollar savings or current bank account (i.e. page(s) showing the name of the Agent and number of the bank account); 

(f) proof of address of the Agent (e.g. latest water bill, bank statement); and 
   
(g) a duly completed specified registration form.

72.

How can holders of a Certificate of Exemption (EC) register and receive the sum?

   

 

If eligible persons holding an EC can handle the registration on their own, they can register and receive payment under “Scheme $6,000” through direct bank transfer or collecting the order cheque like the other registrants. They need to fill in a specified registration form and send it together with a copy of their EC and a copy of their sole-name local Hong Kong dollar savings or current bank account statement or passbook (if applicable) by post to “Scheme $6,000 Secretariat, GPO Box 181234, Hong Kong”. These persons may download the specified registration form from this website, or call 186 000 or visit Public Enquiry Service Centres of the Home Affairs Department for obtaining the specified registration form.
