Registration through the Hongkong Post

Registration procedures

For those who do not have local Hong Kong dollar bank accounts in their sole name, how should they receive payment under the Scheme?

 

Those who do not have a local Hong Kong dollar bank account in their sole name may register and receive payment through the Hongkong Post.

45.

What should people do if they wish to register and receive payment through the Hongkong Post? Do they need to register in person at a post office?

 

Registration forms may be downloaded from this website, or obtained from post offices, Public Enquiry Service Centres of the Home Affairs Department, District Social Welfare Offices of the Social Welfare Department, and Public Housing Estate Offices and Customer Service Centre of the Housing Authority.

There is no need for eligible persons to submit the registration forms in person at counters of post offices. After filling in the registration form (by providing information including name, Hong Kong Permanent Identity Card number, local contact telephone number, local correspondence address and the post office selected for cheque collection) and signing it, they may submit the form in the following ways:

 

  1. Through drop-boxes placed at any post office (except mobile post offices); or

  1. Mail the form to G.P.O. Box No. 186000, Hong Kong General Post Office.

Registrants confirmed to have met the eligibility criteria will be notified by post to collect the cheque at the post office selected.  The cheque can be encashed at any local branch (except for Priority Banking Centres) of Standard Chartered Bank.  Registrants must collect and encash the cheque in person, and must show their identity card for verification of identity.

Can individuals with a bank account opt to register and receive payment through the Hongkong Post?

 

Yes. However, for individuals who have a local Hong Kong dollar bank account in their sole name, it is more convenient for them to register and receive payment through banks. This will save them the effort of collecting the cheque at a post office and encashing it at Standard Chartered Bank in person.

Can registrants submit the registration form by fax?

 

 

 

We will not accept any registration form submitted by fax.

Can a registrant who does not have a local contact telephone number and/or local correspondence address provide an overseas or Mainland telephone number and/or correspondence address on the registration form?

Registrants should provide their local contact telephone number and local correspondence address on the registration form. If a registrant resides abroad or in the Mainland and does not have a local contact telephone number and/or local correspondence address, he/she may provide the local contact telephone number and/or local correspondence address of a relative or friend on the registration form. The Hongkong Post will contact the registrant according to the information provided on the registration form as far as possible, including sending notification of cheque collection or unsuccessful registration to the registrant. If the registrant can only provide an overseas or Mainland correspondence address, it may result in delay in receiving notifications issued by the Hongkong Post and even payment should there be any mail loss or postal delay.

Can registrants stamp a seal or provide fingerprints on the registration form instead of signing it?

If a registrant wants to receive the sum through the Hongkong Post, but has submitted the form to a bank by mistake, will the bank pass the form to the Hongkong Post for registration?

Will the Hongkong Post / Standard Chartered Bank charge registrants for the service?

 

 

 

Registrants do not need to pay the Hongkong Post or Standard Chartered Bank any charges for registration and receiving payment under "Scheme $6,000".

 

 

Collection of cheque

 

 

52.

Do registrants have to collect the cheque in person at a post office? Can they authorise another person to collect the cheque for them?

 

 

 

Registrants must collect the cheque in person at the post office and show their identity card for verification of identity. Registrants cannot authorise another person to collect the cheque for them.

Can an agent/appointee holding a power of attorney issued by a lawyer collect the cheque at a post office for the registrant concerned?

Which type of cheque will be issued by the Government under "Scheme $6,000"?  Is it a crossed cheque?

 

 

 

The cheque issued by the Government under "Scheme $6,000" is an "order cheque".  An "order cheque" can only be encashed by the payee stated on the cheque (instead of the bearer), offering more protection for the registrants.

Such a cheque is not a crossed cheque which can only be deposited into a bank account. After collection, registrants may encash the cheque at any local branch of Standard Chartered Bank.

If a registrant loses or replaces the identity card after submitting the registration form, can he/she collect the cheque at the post office with the new identity card?

No. For prevention of fraud and protection of registrants’ interests, we need to ensure that the person collecting the cheque is the same person who registered for "Scheme $6,000". When collecting cheque at the post office, registrants must produce the identity card held at the time they registered for the Scheme so that staff of the post office can verify the information on the identity card against the registration record. Should the identity card produced during cheque collection is not the same as the one held at the time of registration (e.g. the registrant has lost and replaced the identity card), the post office will not give the cheque to the registrant.

 

In such a case, post office and the department concerned will arrange to cancel the cheque and reissue a new one. Upon receipt of the new notification, the registrant may bring along the new identity card to collect the cheque in person at the post office.

Loss of cheque or the notification of cheque collection
56. Can a registrant who has lost the cheque apply for a replacement?

Yes. Registrant who has lost the cheque may apply for a replacement by calling the hotline 186 000. We will arrange to reissue the cheque after confirming that it has not been encashed.

Can a registrant who has lost the notification of cheque collection apply for a replacement?

It is not necessary to report loss or apply for a replacement if a registrant has lost the notification of cheque collection. Such registrants may collect the cheque at the selected post office by bringing along their Hong Kong Permanent Identity Card. However, as these registrants will not be able to produce the notification at the time of cheque collection, the post office may take longer time to verify their identity and search for relevant records which may then result in a longer waiting time.

After collecting the cheques from post offices, how to encash them? Is there any service charge involved?
   
 

Registrants may go to any local branch (except for Priority Banking Centres) of Standard Chartered Bank in person and produce their identity cards for verification of identity to encash the cheques.  No service charge is involved for this service.

Can the cheques collected at post offices be encashed at any retail banks in Hong Kong?
   
 
The cheques are issued by Standard Chartered Bank. Registrants have to encash the cheques at a local branch of Standard Chartered Bank.

Can registrants encash the cheques at overseas or Mainland branches of Standard Chartered Bank?
   
 
No. The cheques are issued by Standard Chartered Bank (Hong Kong) Limited. Registrants have to encash the cheques at a local branch of Standard Chartered Bank.

Can registrants authorise another person to encash the cheque for them?
   
 
No. As the cheque issued is an order cheque, the payee (not the bearer) will be the only person who can encash the cheque. As such, the registrant has to encash in person at Standard Chartered Bank. This measure offers more protection for the registrants.
62. What kind of information will appear on the cheque? How to prevent encashment of a cheque by another person with the same name as the registrant?
   
Information including the name of the registrant and his/her partially masked identity card number will be printed on the cheque for verification of identity by bank staff.
 63.  What should a registrant do if he/she loses or replaces his/her identity card after collecting the cheque and fails to encash the cheque?
 

Registrants can follow the normal procedures and deposit the cheque into an account in their sole name or a joint account (e.g. depositing the cheque through a drop-box).

 

Registrants who need to encash the cheque may request for reissuing by calling the hotline 186 000. We will arrange to cancel the cheque and reissue a new one after confirming that it has not been encashed.

This will save them the effort of collecting the cheque at a post office and encashing it at Standard Chartered Bank in person.

If an individual would like to deposit his/her cheque issued under the Scheme into a bank account, can he/she follow the normal procedures (e.g. depositing the cheque through a drop-box) without having to go through the procedures in person at Standard Chartered Bank?

Yes. However, depositing the cheque concerned into an overseas (or Mainland) bank account may result in a longer clearance time and incur additional handling fees. Registrants should contact the relevant bank for details concerning procedures and handling fees.
   
Validity of cheque
   
67. What is the validity period of the cheques collected at the post offices?
   
 
After collecting their cheque at post offices, registrants should encash it at Standard Chartered Bank within one year from the date on which the cheque is issued.
   
68.
If a registrant fails to collect the cheque within the period specified on the notification, will the cheque be confiscated?
   
 
Registrants should collect their cheques at post offices within the period specified on the notifications.  The cheques will be available at the post offices for at most one year starting from their issuance for collection by the registrant.
 
After collecting their cheque at post offices, registrants should encash it at Standard Chartered Bank within one year from the date on which the cheque is issued.

If a registrant fails to collect the cheque in person within one year after issuance of the cheque, will the cheque be confiscated?
   
 
If a cheque remains uncollected within one year after its issuance, the registrant concerned will be deemed to have forfeited his/her right to receive payment under "Scheme $6,000".
