Registration procedures

27.

What are the registration procedures for persons who wish to receive payment through their bank accounts? Do they need to register in person at a bank?

   

 

Eligible persons who have a local Hong Kong dollar bank account in their sole name may register through banks and receive payment through the specified bank account. Registration forms may be downloaded from this website and the websites of 20 retail banks, or obtained from bank branches, Public Enquiry Service Centres of the Home Affairs Department, District Social Welfare Offices of the Social Welfare Department, and Public Housing Estate Offices and Customer Service Centre of the Housing Authority.

There is no need for eligible persons to submit the registration forms in person at bank counters. After filling in the registration form (by providing information including name, Hong Kong Permanent Identity Card number, local contact telephone number, bank account number for receiving payment and name of the bank) and signing it, they may submit the form in the following ways –

 

  1. Through drop-boxes placed at any local branch (except for those located in MTR stations) of the bank specified for receiving payment;

 

  1. Mail the form to G.P.O. Box No. 186000, Hong Kong General Post Office (please indicate the name of the bank specified for receiving payment on the envelope for easy processing); or

  2. Submit the form via e-banking, subject to individual banks's readliness.

 

Registrants confirmed to have met the eligibility criteria will receive the payment directly through the specified bank accounts.

28.

Eligible persons may register and receive payment through banks under "Scheme $6,000". Which banks have participated in the Scheme?

   

 

Eligible persons who have a local Hong Kong dollar bank account in their sole name may register through 20 retails banks in Hong Kong and receive payment through the specified bank account. Banks participated in “Scheme $6,000” are –

Which banks will provide an e-banking platform for registration?

   

 

A total of 14 banks will provide an e-banking registration platform for their clients. These banks are –

Can registrants submit the registration form by fax?

   

 

We will not accept any registration form submitted by fax.

31.

Can a registrant who does not have a local contact telephone number provide an overseas or Mainland telephone number on the registration form?

Registrants should provide their local contact telephone number on the registration form. If a registrant resides abroad or in the Mainland and does not have a local contact telephone number, he/she may provide the local contact telephone number of a relative or friend on the registration form so as to facilitate communication with the bank concerned for enquiries about the information provided on the registration form when necessary. If the registrant can only provide an overseas or Mainland telephone number, if needed the bank concerned will contact the registrant based on the information provided on the registration form as far as possible.

Can registrants stamp a seal or provide fingerprints on the registration form instead of signing it?

   

 

If necessary, registrants may stamp a seal or provide fingerprints on the registration form instead of signing it.

 

 

33.

If a registrant wants to receive the sum through a bank, but has put the registration form into the drop-box at a post office by mistake, will the Hongkong Post pass the form to the bank concerned?

   

 

After receiving the registration form, staff of the post office will pass the registration form to the bank concerned for processing.

 

 

34.

If a registrant wants to receive payment through his/her account with Bank A, but has put the registration form into the drop-box at Bank B by mistake, is the registration valid?

   

 

As Bank B does not have the registrant’s bank account information, it is unable to proceed with the registration process. Bank B will notify the registrant by phone (with the contact phone number provided on the registration form), and ask him/her to fill in a form afresh and submit it to the appropriate bank.

   
35. Will the banks charge registrants for the service?
   
 
Registrants do not need to pay the banks any charges for registration and receiving payment under “Scheme $6,000”.
   
Local bank accounts

Which types of bank accounts can be used for receiving payment under "Scheme $6,000"?
   
 
The bank account for receiving payment must be a local Hong Kong dollar bank account in the sole name of the registrants. It can be a savings or current account. Credit card account is not accepted.
   
37. Can joint accounts be used for registration and receiving payment?
   
 
No. To avoid dispute and prevent fraud, joint accounts cannot be used for registration and receiving payment under the Scheme.

Can a local Hong Kong dollar bank account opened with a passport be used for registration and receiving payment?
   
 

As banks will verify whether a registrant is the holder of a particular account by making reference to the Hong Kong Permanent Identity Card (HKPIC) number, "Scheme $6,000" only accepts local Hong Kong dollar bank accounts opened with an HKPIC. Eligible persons holding a local Hong Kong dollar bank account opened with a passport may contact the bank concerned to check if they can update record on the identity document used for opening the account.

Can non-local bank accounts be used for registration and receiving payment?
   
 
No. Non-local bank accounts cannot be used for registration and receiving payment as they do not operate under the local banking network, making it difficult to verify the particulars of these accounts.

For individuals who have an account opened with an overseas (or Mainland) branch of a local bank, can they use such an account for registration and receiving payment?
   
 
No. Accounts of overseas (or Mainland) branches of locally incorporated banks cannot be used for registration and receiving payment as they do not operate under the local banking network, making it difficult to verify the particulars of these accounts.

Can offshore bank accounts be used for registration and receiving payment?
   
 
No. Offshore bank accounts do not operate under the local banking network, and cannot be used for registration and receiving payment.

What supporting documents are required for opening a bank account in Hong Kong? Do applicants need to go to the bank in person?
   
 
It depends on the requirements of individual banks. Generally, a person who has never opened an account with a particular bank must submit relevant personal data including identity documents and proof of home address (e.g. electricity bill) in person for verification by the bank. Details should be enquired through the relevant bank.

Can registrants without a local bank account open such an account overseas or in the Mainland?
   
 
Generally, one has to go to a local bank and submit relevant personal data including identity documents and proof of home address (e.g. electricity bill) for verification before they can open a local bank account with that bank. Individual local banks may allow customers outside Hong Kong or in the Mainland, who have their identities verified by the banks’ overseas/Mainland branches, subsidiary financial institutions of the group or authorised intermediaries, to open a Hong Kong local bank account. Members of the public may check with individual overseas/Mainland institutions for availability of such service and the service charge involved.
